Councillor Rachel Bentley, Liberal Democrat Candidate for Bermondsey & Old Southwark in attendance at the NHS 65 Citizens Jury
Stage 1
We based our deliberation around the future of the NHS off the recent government commissioned Lord Darzi, where we distilled what we felt were the three most pertinent issues arising from the report.
1) Ensuring adequate funding for the NHS
2) The Long-Term Sustainability of the NHS
3) Privatisation Vs Public ownership
Stage 2
We then took these questions to the UK public via an artistic intervention in the shape of a satirical film that was toured around the country via an LED van to engage the public with three questions based on the Darzi report priorities:
1) Should the NHS spending be legally protected with a minimum percentage of GDP, ensuring it keeps pace with demand?
2) Should NHS funding priorities be decided by an independent health body rather than by politicians to ensure long-term stability and prevent short term political interference?
3) Should the NHS renew or cancel all current privatisation contracts when they next come up for renewal?
Stage 3
We used this public discourse to inform the citizens jury held in London at the end of the NHS 65 tour. The jury first heard testimony from expert speakers, before being asked to deliberate on the key priorities. The deliberation was further informed by the expert speakers and questions from the general public.
Stage 4
The jury were then asked to decide upon 4 key areas to vote on in the public forum made up of the citizens jury themselves and the general public in attendance.
The statements and results were as follows:
1) Should the NHS be paid for with taxes rather than through other means, such as a proportion of GDP?
Result: Yes 68% | No 0% | 32% Abstained
2) Should regional areas be responsible for their own NHS decisions?
Result: Yes 66% | No 2% | 32% Abstained
3) Should the NHS become a national wellbeing service that looks at housing, food, and access to jobs?
Result: Yes 25% | No 40% | 35% Abstained
4) Should the NHS be part of our national curriculum in schools?
Result: Yes 70% | No 0% | 30% Abstained
Stage 5
April 14th - The results of NHS 65 and the citizens jury deliberation were fed into the NHS' very own Change initiative https://change.nhs.uk/en-GB/. A campaign to canvass public opinion over the next 10 years for implementing change as part of the 10 year health plan, resulting from the current government's Lord Darzi report commission.
May 5th - The findings have also been presented to the Department of Health and current health minister Wes Streeting himself.
May 5th - The results have been made officially archived through the British Library's website archive system as part of the Hive Mind Website (https://hivemindspeaks.com/) here.
